Add a cookie discard function

It came up on our server that some people are have specific goals of cookie amounts, and because they can't stop people to give them cookies they are distressed about it, and that they are not able to discard cookies to go back to their wished goal number of cookies.

If there was no discard for the cookies, then people would be stuck with the cookies that they don't want from the person who gave the cookies to them. If they don't want to be given cookies, though some people might end up giving cookies to people who don't want it and are new to the server. If they want to have specific cookie stats, you might want to check !cookie stats [user's name] first before giving cookies to that person, cause who knows, some people like cookies, while some prefer to be in specific cookie stats. So its best not to mess up there cookie stats if your giving cookies to them.
